A ‘‘bank’’ is a place to store money and get access to financial services. It can be a corporation that does all of the custodial and regulatory work for you, or it can be an abstraction in an app or website where you have full control.
Full control of your own money is not a function of a bank. The essential function of a bank is to extend credit.
